O evento:

Committee on Civil Liberties, Justice and Home Affairs (LIBE)

“Italy needs support and solidarity, but Schengen does not need revision now. We should stand by the principle that Schengen makes sense.” – MEP and Civil Liberties, Justice and Home Affairs Committee chair Juan Fernando López Aguilar

In 2010, France expelled several Roma people to Romania and Bulgaria. Today, Romania and Bulgaria are preparing themselves to join the Schengen area. On the other hand, since the foundation of the Schengen area, countries like Italy and Spain have been struggling with the constant inflow of illegal immigrants from the Mediterranean. The pressure is now much bigger since the beginning of the “Arab Spring”.

How can the EU deal with the increasing calls for tighter border control inside the Schengen area while maintaining the principle of free circulation inside it and at the same time controlling the immigration problems countries are suffering from?

Committee on Economic and Monetary Affairs (ECON)

The adoption of Eurobonds would certainly lead to a decrease in most EU countries national bond rates but it would also imply an increase on the rates of large economies like Germany and France. For example, the Centre for Economic Studies (CESifo) estimated that Germany would pay 47 billion euros more each year in Eurobonds’ interest than it normally pays. In exchange for this, large countries want more control over member state’s economies by the EU.

Would the adoption of Eurobonds be a good thing for Europe? How else can the EU solve the rate crisis in smaller economies like Greece and Portugal?

Committee on Constitutional Affairs (AFCO)

“The European Union [...] has grown into a bureaucratic juggernaut, and its expansion to 25 states in 2004, and to 27 in 2007 made it a completely ungovernable entity.” – The Voice of Russia journalist Volkhonsky Boris

The history of the European Union began with 6 relatively equally developed countries and it has since been aggregating countries with a great variety of development states and velocities. This has generated the feeling that some are taking more profit from the EU project then others, an example of which is nowadays being loudly expressed by the British conservative wing’s proposal of a referendum on whether should Britain renegotiate its relationship with the EU.

Is the EU really an “ungovernable entity”? Does the future of the European Union rely on a more political structure? How can the EU evolve and adapt itself to accommodate the best interest of all its member states?

Committee on Employment and Social Affairs (EMPL)

“These new statistics reflect the frustration and anger that millions of youth around the world are feeling. [...] Governments are struggling to find innovative solutions through labour market interventions such as addressing skills mismatches, job search support, entrepreneurship training, subsidies to hiring, etc.” – Executive director of the International Labour Organization Employment Sector José Manuel Salazar-?Xirinachs

Younger generations are living the toughest times to find a job. The European Union alone has a youth unemployment rate of about 21%, which corresponds to 5,5 million citizens. What can the European Union do to make sure that this huge mass of highly qualified professionals does not become irreversibly excluded from the labour market?

Committee on Industry, Research and Energy (ITRE)

“The crisis of science with technoscience: this way of doing science, that appears after the II World War and which is today’s dominant method of research, is focused on technological applications. [...] Technoscience is not a bad thing but the problem is that it is driven by technology, by the market and is more worried about the short term. [...] Today, even in fundamental research one cannot run from this constant pressure about the short term.” -? Director of the Science Department of the Calouste Gulbenkian Foundation João Caraça

Who sets the research agenda? How best can European nations balance the need for independent scientific and medical research, with the needs for funding that are often only satisfied with industry involvement and their economic interests?
